At least in rural regions they didn't. The officials didn't give a fuck either. They just wrote down a plausible birthday on the ID. They had other things to worry about like harvest etc. My father's official birthday is 1.1., although he was born in October.

Now that read my post, it sounds like my father doesn't know his birthday. We do know his birthday. I'm trying to explain that the official birthdays aren't reliable plus I doubt that a few generations ago people celebrated birthdays.
