This infograph is kinda misleading. Most dialects painted red on the map do a distinction Northeasterners don't, pic related. So it isn't like the word "biscoito" is missing, but it's being used for something more specific.

There's a similar distinction between geléia/jelly and doce or chimia/jam.

Again, it depends on the dialect. Southern dialects like mine do the distinction, Northern dialects like yours don't.

Bolacha: always flat, always dry, always made with flour. Usually strongly sweet.
Biscoito: usually comes on weird shapes, can be wet (as biscoito de polvilho), and can be mildly sweet or mildly salty. The basis can use meal or starch.

Yup. OBVIOUSLY "northern" isn't related to the IBGE northern region, but to a loose binary division of South American Portuguese dialects.

Southern dialects - 10, 1 and anything souther than that (but not 14). Apical coda R, weak palatalization (nonexistent in some).
Northern dialects - all the others (including 14) except 15. Guttural coda R, strong palatalization (even progressive in some).
15 is undefined as of yet.
