Blacks are a small part of the USA, with a stagnant, not growing/very slow growing population. Black men, the biggest "scourge" are only about 4% of the population. And this is with the broad USA, one drop definition of black. Most black Americans wouldn't even be considered black in other countries.

Whites in America aren't even losing ground population to blacks, but to Hispanics, which is an ethnicity, not a race.
