Because they'll bombard south korean cities with artillery for a couple of hours until they get neutralised, killing a few ten thousand and knocking down skyscrapers which is enough to be a kind of deterrence.
More importantly south korea would not like to deal with modernising its vast population and land, which will drag down its economy for a while.
