Set up an Indepdendent Authority against Corruption.

Fire your entire political class, or demote them from being Senators.

Import politicians and business people from the Anglo world and Northern Europe, and teach them fluent Portuguese. Train a new wave of Brazilians to serve their country without resorting to being thieves.

Get rid of Economic protectionism, but create a competitive manufacturing industry with lower wages. Create the equivalent of a state run wallmart to sell their cheaper products.
