Refugees can be perceived that way, if they are males and they are running away from a war that they started among themselves.

But if someone decides to leave his country for a better life and more opportunities somewhere else, and the country they are leaving behind is not at war or anything like that, then I don't think there is anything wrong with seeking something better. Actually it requires guts and a certain entrepreneurial personality to take that leap and leave everything behind.
