They are two different wars.The Peninsular War was a war that took the English almost 6 years to win when their only opponents were demoralized, under-supplied and outnumbered French soldiers, every relevant battle they won was through sheer numbers. Not to mention the war was only won because of the failed Invasion of Russia and the start of another Coalition.
The Hundred Days was won primarily through the efforts of Prussia, not to mention that most experienced Frenchmen were killed in Russia and they were outnumbered anyway.

Nope it means that French were good at rear guard actions, presumably brought about their vast experience in retreating. Also the real reason is that Wellington wasn't willing to commit heavily to hounding the retreating French because they outnumbered him.
