Many downtown streets are closed to the traffic from 7.30 to 19.30, from monday to friday (on Thursday the limitation ends at 18)
You can buy an access but then you're stuck in the traffic and you're gonna pay gazillions for parking

Tbh driving a car in Milano in business hours is a huge waste of time, metro (underground) or bike/scooter ftw

well no, the typical middle/upper class milanese owns a car and never drives it except on weekends and the like - unless of course he's required to drive for his job or if he has to commute to periphery areas
students and the lower-middle class use the metro/public transportation if they have to reach downtown
parkings in downtown are literally for tourists and high-profile managers
car parking for employees @ workplaces actually exist only for workplaces head-quartered in periphery areas
ex. luxottica in downtown actually provides covered parking for its employees, but for scooters only
Same reason of the rest of europe.
In the netherlands they do it even more.
