Belgium is the most cultured country on this chart because of it's location. Our neighbours are the most cultured countries in the world, and Belgium, stuck inbetween all those bigger and relevant countries, has definitely learned from them all. Belgians have no pride or identity, they look up to nieghbouring countries, use their cars, drink their alcohols, watch their tv shows, eat their food. In Belgium you will see people drink wine and eat cheese like the French, drive BMWs or Mercedes like the German, or eat sauerkraut with German sausages, you will see tons of people riding bikes like the Dutch or the Danes, and you will see lots of similar aspects to the UK (how depressing our cities are, how grim it is, the mocnarchy, etc...)

Belgium is probably the least cultured country out of them all, though it has absorbed a lot from its bigger brothers and turned it into a rather similar yet unique culture.
