and the dutch have a more english sounding ''r'', kinda comes from the back of the mouth, while the flemish ''r'' kinda comes from the throat, similar to the french ''r'' but from even deeper
around brussels the flemish have a french sounding ''r'' as far as i understood

Recently, the R at the back of a syllable, when not succeeded by a vowel has shifted to the english R. In the next recording pay attention to how the first R is a normal, rolled R and the others are english, sliding R's.

The situation in Belgium is also devided. The provinces of Limburg and the cities of Gent, Antwerpen and Brussel do indeed have french R's. The other provinces however have rolling R's (in every place, so no english R's). Rolling R's are also the standard variety in Both Holland and Flanders.
