It seems that the answer is simple. "Haiti is Latin American since, despite being poorer and sharing less culture with the rest of Latin America, they speak French and that makes them Latin".
However, I think it is debatable. For a country to be Latin American, it must speak a romance language, these are Indo-European languages derived from Latin such as Spanish, Portuguese or French. And while in Haiti, French is a official language, Haitian Creole is the language that the vast majority speaks. Creole, not being Indo-European, is not a romance language.
