In Brazil there's no such thing, at least not on that level. We're a federation, pretty much like Russia, and our country is big and diverse. Our GDP is something around 2 trillion, but we're far from being rich.

São Paulo is rich as fugg, but more than 90% of our taxes are distributed to every other state, including the useless ones.
