Tuition is free but living isn't. You can take a very cheap loan from the state to cover your living expenses(if you study full time) and then pay it off for your whole life. Most swedish NEETs dropped out of HS equivalent which bars them from higher education, even trades - unless the get their GED equivalent(3 years minimum) they're doomed.

You don't really become a NEET here unless you really don't care at all.

Then "It's useless anyway, why bother", then it was "People only get jobs through connections or something ...I guess, I think..." then it was "I'm too low iq" - turns out there's accommodations for mentally ill or intellectually challenged.

Then it was "My marks were too low" - turned out adult education bridging exists.
