Probably a well conected medium size city. Capitals (or in the case of Brazil, the most visited cities) are probably too chaotic to really enjoy.
I've heard good things about Montevideo, but I can't personally confirm them. And it may be smaller than what you're looking for.

Mostly Hispanic, or white Hispanic as the call it on the census, speaks mostly Spanish at home and knows the language. Is situated in the Caribbeans and has good relationships between Latinos there and is basically its own American culture...yeah it is when you think about it.
