The problem with Brazil is precisely the population.
I spent enough time in Brazil to notice that people try to take advantage of every little situation, with little infractions. They even have an expression for it, 'the Brazilian way'. What is worse, many of them are proud of how 'clever' they are by cheating the system or other Brazilians. No wonder why the politicians only govern for themselves.

In addition to that, most Brazilian people I talked to know very little about politics, but even so tend to have really strong opinions about it.

Long story short, the Brazilian culture and political education should be improved. And the entire political system should be changed as well, once politicians live like kings in Brazil.

Brazilians will do all sorts of mental gymnastics in an attempt to provide reasonable solutions. None of these said solutions will fix the actual problem: negroids. In Argentina we have 2 kinds of shanty towns/slums

Some have the typical structure of spanish cities, 100 mts x 100 mets blocks, and streets the size of normal streets, some even left empty blocks for future parks, those are easy to urbanize.

But the chaotic ones with no organization or regularity, I dont know what can be done, apart from demolishing everything and moving the people to cheap commie blocks for a while until you build a normal neighbourhood in the former shanty town.
