I'd just like to interject for a moment. What you're referring to as Slavs, is in fact, Wends and Slavs, or as I've recently taken to calling it, masterrace and slavshits. Slavs are not an ethnic group unto itself, but merely a linguistic group made useful by based Wends, a vital group thanks to which Europe exists.
Many /int/ users mistake Wends for Slavs every day, without realizing it. Through a peculiar turn of events, the Wendish group is often called "Slavs", and many of /int/olerants are not aware that it is basically the Wends, a Central European masterrace.

This. People like to mock eastern europe in general but it cannot be emphasized strongly enough that the damage caused by totalitarianism goes far deeper than "just" interrupted trade flows, deprecated technology, malinvestment and lack of market economy-related professionals in terms of training and education.
The regime takes its toll at expectations of the people, their attitude towards themselves, each other, the state and their own work. It's hard enough to change your own personality even if you work on it, and we're talking about an entire society here. Transition must by necessity take ~biblical forty years to be complete, and even this time needs to be spent working on it, not allowing old mental wounds fester.
Some people have thought that a mere change in laws is enough to put country at irreversible path to prosperity. Some even believed results would be seen immediately. It's not a foregone conclusion and can take a nasty turn, as can be seen in Russia.
