The term brown is not one we use in Mexico and that's only useful in the context of "colorism" and American racist narrative, in any case Mexico is a bronze country (as per Vasconcelos).

As for "white" much of the same aplies, I'm ethnically/genetically fully European but not "white" as the term is used by racists in the US because of my nationality which would make me suspect at best. Tying to fit our views in the narrow constraints of muricans is a waste of time.

I do have to point this out, indigenous Mexicans, particularly women, LOVE this character, it was never mean spirited comedy and it gave them visibility and a voice, the actress who played her, while herself a mestizo woman, did ended up speaking for indigenous causes and for inclusion and visibility.

Regarding the OP question and ignoring the Mexican shitposter who doesn't even understand what he is posting, there are many different reasons.

1 - During colonial times there was no ties between the populations of CR and the populations of the rest of the Guatemala General Captaincy, this last one with lots of Amerindian population.

2 - There was very few Amerindian population in the Spanish controlled territory of whats is today CR, this alongside a strong migration of Spaniards to the territory, mainly Sephards, whom thanks to the the non existent barriers between races and classes in the territory there was a lot of mixing between "Whites", "Blacks" and "Amerindians". When we became independent from Spain we were actually the country in America with less Black, White and Amerindian populations (this of course, varies according to the definitions of the time), 90% of the population was "Mixed".

3 - From 1840 0 to 1940 there was lots of European migration to the country. We were the first Hispanic American country to have public education and it was established to literally teach Spanish to the population.

4 - Until 1955 there wasnt a road between CR and Central America so the populations never mixed in any way, of course, it was illegal for Central Americans to live in CR until 1949 which also helped. We have almost no "blood" or cultural relation with them.

5 - Yes, the Latin American country we have more things in similar, be it culture or history is Colombia, followed by Panamá and then USA. Yes, most Costa Ricans from the Central Valley, the South and Caribbean regions descend from at least one Colombian. According to the census of the Catholic Church (which wasn't manipulated by the government), in 1920 35% of Costa Ricans were immigrants from Colombia or first generations.

Sometimes the "Mixed" and Whites populations are mixed in to one category because of different reasons. That, of course, doesn't includes the number of immigrants, which make up 10% of the populations, mostly subhumans (aka Niggeraguans), Americans and Colombians.

A Black Costa Rican is Black.
A White Costa Rican is White.
An Amerindian Costa Rican is Amerindian.

It is not illegal, but there is a code for using the different national symbols.

Inside Costa Rican territory the "pabellón" (flag + coat of arms) can only be used by government representatives, students, someone who represents the nation or the government in any way (sports or whatever), cops, medics who work for the public health system, etc.

A "regular" Costa Rican inside the territory can only use the normal flag, but, outside the country we have to use the "pabellón" because as Costa Ricans we are always "representing the nation".

This is not a law, just the code of use of the different national symbols and emblems, like, not being allowed to let the flag outside while raining or burning the flag being the only allowed method of disposing of it, stuff most people doesn't know or cares.
