Blond hair and blue eyes are merely an adaptation to low sunlight. Outside of low-sunlight regions they an evolutionary disadvantage and cause increased skin and eye cancer:

Yes but they're prominent in the areas where it was allowed to happen that why finns have it a lot since our population bottlenecked properly sometime ago. So yes you're right about the blue eyes thign but fair/light hair prominance is Geographical/genetical so there is multitude of factors going into that. In here northern europe it was geographical.
