Besides, I still have technically been sentenced for something related to drugs in my country, which is specifically one of the questions there are in the form you have to fill when you take a plane to the US as a Frenchman. The US government could give houses, an initial fund for settlement and the guarantee that the college graduate will have a good job, or the business person will be able to keep doing business the way he did before, as to motivate immigration.

However, once more, it would only be for very exceptional people from all over the world.

The state should have no business deciding if and how people should be allowed to acquire the necessary tools to defend themselves against any kind of threat, be it from common criminals, a crazy neighbor, terrorists, foreign invaders or, and I think it's the main point, the government itself.
