That's not really true. I know that at least Serbia's economy has grown somewhat. Things have been steadily looking better from what I can tell since the early 2000's. More and more of the people that I know have gotten a job, repaired their home or have even bought a computer with an internet connection. Big structures like the new bridges over the Sava and the Danube have been build and the country seems to be in better shape overall since the war.

But it's not like the living standards were all that high in the 80's and 90's to begin with. Everything had been stagnating for a while by then. Still the war and the NATO bombardments did make things considerably worse.

We had both. You could buy alcohol, cigarettes, bread, etc. with money. But to buy some stuff (like meat, fruit, etc.) you needed money and tickets.
