our schools are very uniform. there's a very small difference between say a school from a small country village and one from the regions of the capital. of course there are some schools that are consistently head above the others (the so called 'elite' schools), but overall the picture is shit loads better than in other euro countries.

The saddening part isn't that we're bad at it though, it's that we're getting worse, and not just at math. You see less and less teenagers who can speak English and it's almost impossible to find one that even wants to learn a third language, cheating in tests is seen as the most common thing in the world for them, it's just not India tier because the parents at least pretend to educate them instead of helping them cheating. It doesn't help that our teachers are grossly underpaid and our system tries its best to not link abstract with pratical knowledge. It's pretty depressing, and our public unis (which are far, far better than our private unis on average) go on strike like once a year, this year some students even decided to occupy unis and schools as an act against the government.

The "rigging" was because the government reformed the education system in 2006, so provinces could opt between a 6 year primary school + 6 years secondary school, or stick with the old 7 + 5, decision to be taken in something like 8 years after the law came to be, so roughly 2014.
Half the provinces opted for the 6+6, wich for a bureaucractic mess made it so a portion of 15 year olds were not elegible and that triggered an instantaneous "something's going on here" and the results were excluded.
The City of Buenos Aires and a few other provinces decided to keep the old system, and since our PISA scores were already divided a few years ago between the entirety of Argentina and the City, and the city complied with the regulations, the scores for it were used.

taisten oppilaiden keskiarvo matematiikassa oli 522 pistettä ja keskihajonta 84 pis-
tettä. Ensimmäisen sukupolven maahanmuuttajataustaisten ja muiden kuin maa-
hanmuuttajataustaisten nuorten ero matematiikan pistemäärässä oli siis 97 pistet-
tä. Tämä ero oli OECD-maiden suurin. Vastaava luku OECD-maissa keskimäärin
oli 46 pistettä. Toisen sukupolven maahanmuuttajataustaisten nuorten ero muihin
kuin maahanmuuttajataustaisiin nuoriin on kapeampi, 73 pistettä. Myös tämä ero
oli OECD-maiden suurin; vastaava luku OECD-maissa keskimäärin oli 31 pistettä.

Yleensäkin muilla kuin ensimmäisen sukupolven maahanmuuttajilla, toisin sa-
noen Suomessa syntyneillä oppilailla, kodin sosioekonomiaa kuvaavien muuttu-
jien selityskyky oli selvästi asennemuuttujia vähäisempi. Ensimmäisen sukupolven
maahanmuuttajilla maininnan arvoisia matematiikassa menestymisen selittäjiä
olivat edellä mainittujen lisäksi oppilaan lähialuetausta (Suomen naapurimais-
ta muuttaneet menestyivät kokonaisuutena paremmin) ja koulusta pinnaaminen
(pinnaamisen runsaus liittyi odotetusti heikkoon menestykseen). Muiden kuin
maahanmuuttajataustaisten oppilaiden ryhmässä tärkeät motivaatiotekijät sen si-
jaan eivät olleet maahanmuuttajaoppilailla tärkeimpien selittäjien joukossa.


Toisen
sukupolven maahanmuuttajataustaisilla nuorilla näkyy hyvin heikko positiivinen
yhteys, jossa ulkoinen motivaatio selittää matematiikan osaamisen vaihtelusta vain
2 prosenttia. Ensimmäisen sukupolven maahanmuuttajataustaisilla nuorilla ulkoi-
sen motivaation ja matematiikassa menestymisen välillä taas ei ole minkäänlaista
tilastollisesti merkitsevää yhteyttä. Heillä ulkoisen motivaation selitysaste on käy-
tännössä nolla. Näyttääkin siltä, että samalla kun maahanmuuttajataustaiset nuo-
ret ilmoittavat olevansa enemmän sekä ulkoisesti että sisäisesti motivoituneita kuin
muut nuoret, heillä tämä motivaatio ei vaikuta yhtä suoraviivaisesti ja vahvasti ma-
tematiikassa menestymiseen.

You do realize that the scores were divided years ago because the City usually refused most of the education reforms the national government tried to pull out? It's not about trying to "cheat" on the tests, you can actually go to older PISAs and notice that the average for the country is and will always be lower than the main city. I'm not denying that. No one with a brain would deny it. If the scores for CABA are presented it's because the OECD decided that the tests on the city were fairly isolated and reliable compared to the rest of the country.
The last government manipulated every statistic they could to make sure they'd win every election, they didn't care about improving.

It's interesting to see the insane variation within the USA. In 2014, Massachusetts would have been 3rd on this list, while Alabama would have been be 48th. Certain states drag our national average up or down so far it's like they're different countries.
