Yes, there's like 18-19000 registered snowmobiles in Finnmark (northernmost Norwegian county), and probably hundreds more unregistered ones (if not thousands...very low police density, so many people don't give a shit about doing it the legal way even though fines are astronomical). Considering the county population is sitting at around 75000 it's safe to say that everyone knows someone who owns a snowmobile there. I guess it's one of the few things you can do for fun (especially in the winter) in such a sparsely populated area.

No idea about the total costs, but it never struck me as a very expensive hobby. A burger flipper at McDonald's earn a minimum wage of $19/h (or $13/h after taxes), so the fuel prices match the wage level really. A big chunk of the snowmobile owners use it for their work (lots of Sami reindeer herders etc.), so it's a necessity regardless of price.

You used to get the licence automatically when you got your car/motorcycle/tractor licence, but they changed it back in 2006. It's still very easy to obtain, but there are many environmental and traffic-related restrictions as to where and how you can drive your snowmobile. Probably costs around $5-800 tops, and about $300-500 in Sweden. They just changed the law a few weeks so that Swedes with the Swedish snowmobile licence can drive here as well, and a similar law was passed a few years ago to allow Norwegians with the Norwegian licence to drive in Sweden, so the area you're allowed to drive in is pretty massive now.

Not to mention Svalbard, that have more snowmobiles than they have people.
