Swedish rule = OK at the beginning, went to shit in latter days.

Finland under Sweden wasn't that different from Norway under Denmark.
Except Norway was somewhat developed, and had major trading ports, alongside a archdiocese.

Basically it starts off fine
But slow
Slowly
Really slow
The neglect will creep in.
Meaning its essentially a place where unfavored nobles might go to spend 10-15 years drinking booze, or to setup mining operations, or trade.
Beyond that, they won't go there, so it won't be developed.
