why not? there's proper separate lockup in the back. there's a working space in the middle with computers and printers etc. where you can go in and do paperwork for tickets or insurance and such like a tiny office so you don't need to stand outside but you also don't sit in the police seats or in the back. also plenty of room for equipment "in case" like bullet vests or rifles. dogs can go there etc.
I honestly can't remember the last time I saw a police car that wasn't a van and I live near a police station.

we don't have huge favelas you can disappear in. the way pursuits work is one cop calls it in and they track the guy down using teamwork and communication. movie-like car chases don't really happen and when they do they're on open highways with no place to run.

You can't compare dude. Finland has 5 million people in the whole country. Even their biggest city is equal to a mid sized Brazilian city.
yeah the most difficult situation is probably kids with bikes running to the forest but in those cases a car would be just as fucked.
overall we don't really have a crime problem like you do, especially with thievery. cops don't spend much time chasing people. it's domestic disputes and drunken disturbance.

Of course crime rates and the type of crime impact what you want from a police car. If the cops spend most of your time giving traffic tickets then having a table and computer and printer for processing tickets and insurance information on the spot becomes a higher priority than GOING FAST.
These vans can do 200kmh. The cops aren't going to drive 200kmh even if they can. Police work in Brazil is different from police work in Finland and in neither country is it like in an action movie like you seem to be imagining. Cops aren't racing criminals as a regular part of their job.
