Well, the social support you get when unemployed, how the system with capitalisation of that social fund is done and so on.

For example, you can get a 15k € grant for education, if you lost your job and plan to enter a different industry in Austria. Besides the hefty unemployment benefit, that gets much better funding because of laws on how the employer there has to invest into that. Not to mention a government system where they try to get you employed as fast as possible.
In Slovenia, they just laugh at you and give you, what, I think it's 60% of the minimal pay (which is lousy to being with), then leave you to your own devices.
