I know exactly how cold the western north american coast gets, which is why I know no place there will fit OP's insanely narrow temperature range. Only localized anomalies like the Peruvian or northern Chilean coasts can fit it.

In Mandarin and Cantonese, the number 4 sounds similar to the word for death. Condo developers and real estate agents know that buyers from China, a key demographic, will avoid buying condos on floors with the number 4 for exactly that reason. You will not find a place on earth where record highs/lows stay within OP's range ALL the time, Xalapa gets a similar climate with beautiful rainforsts like pictured providing cover from the sun, however you only get the average humidity by going slighly above his maximum on average temperatures during some months, the yearly average is 18C. Mexico City gets an average of 16C (the Southern burroughs of Tlalpan and Milpa Alta are at higher elevation forested areas that escape the pollution prevalent elsewhere in the city) but the average lows go below OP's request.

IMHO Cuernavaca is as close as you get unless you can find some miniscule mountain valley with near stable temperature year round. The problem is even there you'll have higher/lower temperatures some days of the year. There's no way to live in OP's exact temperature range unless you find two very table areas in both the southern and northern hemisphere and live in each one for half a year.

And that's extremely subjective, Europe is a continent, not a country for starters. Personally, no place in Mexico even comes close to being temperate enough in the summer for me.

And that's ok, I'm not going to spend an hour scouring through climate data for tiny villages that may not even exist to prove a point I know with almost certainty.

I live on Vancouver Island and always have.

I really like it but if you don't like rain it's not for you. It rains 280 days of the year. The geography is amazing and lots of nice nature hikes to do in the summer. I wish it snowed more in the winter though, I really enjoy snow.

It's still like 90%+ white. The capital city, Victoria has a bit more asians, but its still probably 85%. We like Brits and Aussies, but Slavics, Asians and especially brown people are very disliked. I've been noticing quite a few muslims in my town over the past two years. Kinda sucks.

And Toluca is just too hot since it has the same May high as my city's July's. A Corunha and Gijon are nearby and offer better climates with far less sunlight, but my ideal climate is Eureka, CA.
