No. They have different religions. Also Azerbaijan was literally Persia, so they were rivals for a long time. We can't say they are split artificially just because of WW1. But figures like Enver Pasha wished for unification with them.

uzbek and uygur are A LOT closer to Oghuz languages than Tatar and Bashkir. Tatar and Bashkir are in the same group as Kazakh and Kırgız, and their intelligibility for us is not much different.

as to answer the original question: it is a matter of lexical selection and paying attention. an uzbek and turk may very well communicate solely with their own languages concerning daily matters if they make an effort to make the other side understand.
