"Ya ne mogu govorit po russki"
but he said it should be "na russkom".

Down here in Yugoslavia, govoriti po rusko is the Slovenian language term and govorit na ruskom is the Serbo-Croatian term and they are mutually exclusive (incorrect in the other language).

In formal speech you can't say "govorit na russkom", you need to add "govorit na russkom yazike".

Actually "Ya ne mogu govorit na russkom" would sound way more weirder. "Po russki" is perfectly ok. There is no practical difference in meaning but if you are really interested. Govorit' na //languagename// meant the same what it is in english-to speak some language. Govorit po russki literally means to speak in a russian way, so these phrases just have different origins but both came to practically the same meaning.
