Your ISPs will only catalog your history for a year, everything after that will be forgotten. I believe that ISPs currently store your data for 6 months so this isn't even that different in that regard. If you do suddenly get the public's attention, they won't be able to suddenly start searching through ancient internet history. And the government simply doesn't have the resources to catalogue every single citizen's fetishes. The only thing they will keep track of is potential suspects (which is something they've been doing for years and is something they do in most countries anyway).

Firstly, 4chan's servers aren't based in the UK so this law wouldn't apply to them.

Secondly, this law doesn't give the government the power to force website owners into assisting them. It only lets them monitor the data that ISPs hold. And quite frankly, anyone on the same network as you can see the exact same data that your ISPs can see.

Thirdly, the government simply doesn't have the resources to punish every 4chan user for saying "nigger" on the internet. Arresting people for stuff they said on Twitter is different, since Twitter accounts are linked to actual people and make it incredibly easy for anyone to identify who said what. With 4chan, everyone is anonymous so it's impossible to tell who said what without getting special help from the 4chan staff. And the government technically already has the ability to find people if they do seem like the pose a serious threat (see Sheikh). This law changes pretty much nothing.
