The best thing about Skyrim is that you can build your own story. The user interface of Skyrim is leagues better than the Witcher's.

Hell, even fucking Runescape has a better UI than the Witcher. Skyrim also has better lore in my opinion, but that's not a fact, really.

HOWEVER

Combat system, graphics, story, and even the characters are far better in the Witcher 3 than in Skyrim. There is a lot more depth and you can do much more.

What I mean to say is that there is a lot more freedom. You're starting off on a clean slate; you're not forced to play someone's story as in the Witcher.

Obviously, there are plenty of upsides but also downsides to this. For one, this leads to a lot of plot-holes, such as the one you just described in which a person can literally become the Archmage of the College of Winterhold with no Magicka.
