a lot of star trek races don't really fit with any specific "people" rather they are specific ideas/attitudes humanity has blown up for an entire society, they are philosophical experiments basically which is what Roddenberry intended, to see what various "extreme" alternate humanities would look and act like.

originally it was pretty clear that the Federation was the USA and the Klingons were the USSR.

the Ferengi were created because it was the Reagan era and Roddenberry was thinking "what if there was a society that was "truly" capitalist" and thought it would be a good counterpart to the very socialistic, egalitarian federation.
