Maybe the fact that Slovenia had been sort of industrialized since the 15th century and had actual trade routes and cultural institutions connecting it to western Europe while the rest of ex-yu was either a warzone between Turkish robber barons and Slavic clansmen or lived off of raiding Slovenia, Austria and Italy in the name of jihad?

Franz Josef was simply the last in a long line of Habsburg Emperors ruling Slovenia since the 13th century. He didn't really like Slavs all that much and preferred them to take on German customs.
