In the south, Italian.
though you can't really consider Italian foreign, to be honest. I've been to Italy and never saw a pizza as good as we had in Brazil. Every place has it's take on it, like burgers..
In SP at least there are a lot of Japanese and Lebanese restaurants. Northern food is almost foreign in of itself
