I think that's a road that allows people on either side of the ground-level freeway to pass over onto the other side of the freeway and reach normal roads, but it's kind of hard to tell.

I've never seen a service road in the center of a freeway or one that elaborate, but it may vary by state, so that's definitely possible. In support of your theory is that no one is using those roads at the time the picture is taken despite the freeways being busy.
