Well, to be fair, some would say Carlsen needs to keep up his current level of play for a much longer time to pass Kasparov's legendary status. They would probably be right in terms of glory, legacy and popularity.
At the same time it's impossible to compare the all-time greats, considering how much the game has advanced, especially pre-computer era. It's hard to be unbiased even when comparing Kasparov and Carlsen.
What we do know is that today's chess players are stronger than ever (openings in particular thanks to databases), and Magnus is practically wiping the floor with his opponents like few before him. The highest level of play ever seen in the game (by a human being) is currently played by Magnus.
Kasparov might've been stronger compared to his rivals in the era, but in pure chess strength I don't really see any way to consider Kasparov the stronger player.
