Being monolingual is a sign you live in an advanced and cultured society with a regulated uniform government and people. People typically learn other languages out of necessity because they live in shit societies where their native culture is not asserted among its competitors, or where shit education or dramatic differences between different regions leads to a lack of uniformity in local language.
