Peter's reforms changed only culture of high classes, but the whole design of country remained the same since Ivan the Terrible. Real reforms started only in 1861 with liberation of serfs (and it would be more correct to call them slaves) but leaders who had followed Alexander II were dumb conservatives trying to keep country the same despite the changing world around. We have become half colony of the West with extreme poverty, 80% illiteracy, life expectancy of 30 years. When WWI started it caused almost famine and people couldn't stand it anymore, and revolution happened. The story of tsar Russia is the story how conservatism can be dangerous if staying too long.

however back then there was very little the aristocracy could really take from peasants without driving them to desperation and revolt

Russia on the other hand had not underwent that transformation and the ideology was ill fit to the Russian reality
