Depends on what the distribution of power is between the Government and its federated entities. It could maybe, just maybe, work if it's as decentralized as the US is, if not a little bit more.

If it could be decentralized enough to reflect the various morals and ethics of different people, and have the central government be designed to function for the betterment of the people, and planet, then I would be okay with that.
