Anyway it is unavoidable that at some point the US will assert itself as a "part Latin American nation" already hispanics have insertd themselves into the US narrative and if Latin America continues to develop it will become a useful political/business angle for the US.

a latin american country is a country that predominantly speaks a latin based language in the americas, so by strict definition no, but judging by demographic shifts maybe in the future. Also that technically makes Quebec latin american.
