You yourself would likely identify somebody's culture by their use of language.

Languages are not just interchangeable tools in practice, huge amounts of cultural information are encoded within them. What language you speak also decides who you are likely to be influenced by, it follows naturally that Ireland is going to be less influenced by French speakers (except the elite) than English speakers.

Before we drop this I'd like to point out that "democracy not working" is your phrasing, not mine, and likewise "prove" isn't the decisive word for this non-binary decision, a phrase like "support your case" would be more suitable.
You can "prove" that elections take place, and you can "prove" that what the majority votes for (from what they're allowed to vote for) is what is instituted, but to say that that's good or bad isn't something that's so much "proven" definitively as it supported via reference to current or historical outcomes and patterns or via logical analysis.
