Russia would barely have any more than one or two at this point and their target for replacing all their old ICBMs by 2020 is a massive stretch seeing as they can barely produce the T-14 in a timely manner due to high production costs.
I live in a 4,000 person unincorporated community and I'm almost 100 miles away from any remotely major city. I won't be harmed by any initial nuclear explosion, but I'll probably die from radiation poisoning as the fallout blows over.
