Cities serve a single purpose - to move all the people from a wide area into a small area so they can be more easily worked and controlled. Some cities are almost entirely planned from the ground up by a small group of people, whose interests lie in making things as logical and uniform as possible. Cities are not natually occuring human settlements, but a result of force that makes people need to live in an urban area. This is usually done by flooding or damming rivers, drying marshes or blowing up mountain passes to make life outside of the city much more difficult. This is how most of the migration to urban areas in history has been done. So yes, urban areas are ugly. They're not how humans live in the wild.
