The Soviet program had more success with the Moon in the beginning (amazingly, the US only succeeded once in 12 attempts between 1958 and 64). They had tons of failed lunar missions too, none of which the outside world knew about until perestroika. It was pretty much a case of "Keep throwing stuff at the wall and hope it sticks" with both countries' space programs.

Honestly with what I know of airline mechs over here, it really doesn't surprise me. The Concord was way too good of a plane to be lumped into the same kind of knuckledraggers doing work on Boeings and Bombardiers and the like. At least if that's who was actually working on it.
