PISA assesses students who were aged between 15 years and 3 (complete) months and 16 years and 2 (complete) months at the beginning of the assessment period, plus or minus a 1 month allowable variation, and who were enrolled in an educational institution with Grade 7 or higher, regardless of the grade levels or type of institution in which they were enrolled, and regardless of whether they were in full-time or part-time education.
So, yeah is not really random, but still, Shanghai managed to test a good proportion of the target population in PISA, than let's say, Mexico or Brazil and yet you never hear or read blogs or posts saying muh fake Mexico scores so biased, they didn't test all of the Mexicans! Mexico scores should be actually lower! or shit like that

and by the way, we don't have to assume that those students that were not tested should lower the scores, for example in 2000 the high school enrollment in Mexico was something like 50% and also the missing population from PISA, and yet Mexico has been one of the countries that has improved the most, even though the coverage now is higher
