The Brazil division is retarded. No Southern Brazilian wants to be in the same country as Rio and some of the norther parts that you painted blue are culturally closer to the Northeast, while some of the green and orange ones are closer to the Center of the country(São Paulo). The southernmost state of Brazil is also culturally closer to Uruguay than to other Southern state, so there is that too. Frankly, it makes no sense at all. Pic related would make more sense.

America is between Asia and Europe. North America looks like Europe, and was colonized mostly by Europeans. So South America which looks more like Asia should had been colonized by Europeans. In this alternate, ideal timeline, the subcontinent is unified (just as is North America, USA would own Canada after a decisive victory in the war of 1812), and South America would be full of not only natives, but also, Chinese, Japanese, Korean, Mongolian, Siberian, Manchu, Viet, Khmer, Thai, Burmese, Malay, Indonesian, etc., immigrants, which all form a country based on the idea of shared asian ancestry, which would be visible in aspects of the music, architecture, art, etc, of the country. Central America would remain as a buffer state between the United States of America and this South American power, and they would always clash with each other through the course of history, each never defeating the other, proving they're equally powerful and capable. Pic related seems fairly accurate. The areas marked as "partial genocide" are fully capable of thriving on their own, but still have a considerable population that would be deemed worthless by civilized standards (low IQ/unproductive), therefore a partial genocide programme would be enough to drastically improve their current condition. The areas marked as "major genocide" have reached irreparable levels, and 80%+ of the population must be exterminated and replaced.

It's a complex question. The state of MS is predominantly mestizo (although ~85% genetically European), yet they're doing fairly well. It's tranquil and ethnically homogeneous, beautiful cities and villages, clean, picturesque, amazing nature, etc. It's the kind of place I'd want to see thriving on their own without any intervention, and I'm personally quite protective of them (more so due to the fact that they're one of the most ethnically homogeneous states in Brazil). They're very similar to the south/east of Paraguay.

The main problem is in the areas with a considerable Negroid population/negroid admixture. The sub-Saharan African DNA became a major disaster in the northern portion of Brazil, leading to lawlessness, corruption and overwhelmingly degenerate cultural traits. It's a rather complex History on how it reached that point, but I can't think of any other way to improve it that doesn't involve genocide.

The northern portion of Brazil has many isolated enclaves of civilization (that we refer to as the "remnants of the revolution") with very high HDI and exceptionally intelligent people (widely known for their military schools and their involvement with the Brazilian Space Agency), and they should be the ones to manage the whole genocide & repopulation process.
