Those above the impact zone were trapped by the planes. Those in the second tower between the planes hitting didn't know at the time that there'd be another one, so the Port Authority advised them to stay calm.

Imagine you're in the 1st tower on one of the upper floors when the 1st plane hits. Your first thought is to evacuate, but you find that all the exits are blocked by debris and the elevator and phones aren't working . Smoke is quickly filling the room, and you have to make a decision. Which would you rather do?

1) Suffocate to death from the smoke, breathing in the carbon monoxide and choking in extreme pain before losing consciousness forever
2) Jump out the window and fall a few hundred stories to your death, the adrenaline rushing through your body being the last thing you ever experience before everything suddenly goes black
3) Wait for the building to collapse, feeling the floor give way underneath you as you finally realize that you're going to die by getting crushed to death by the collapsed building, the concrete and steel tearing your body up into practically nothing

Keep in mind, you have no idea what's going on, and for all you know, emergency services could either be minutes away, or not coming at all.

Most of them I heard tried to go on the roof in the hopes of a Helicopter rescue, which unbeknownst to them would never come given the smoke. I'd probably jump t'bh, though by the time I'd make my decision I'd probably be unconscious from the smoke.

If the flames are coming towards you, you will jump. Apparently the human body will not allow itself to get consumed by flame and smoke.

I know this because some insurance companies wrote the cause of death as suicide for several of the jumpers, and it caused a shitstorm (understandably). Finally some medical examiner came in and said that you will always jump, because the heat will become so intense that you will always jump first. No possible way around this.
