It's a cultural idiom. In South China, sea gypsies are represented as sea birds. Mostly because the poor fuckers would be getting glared at, pecked by and shit on by sea birds while on their fishing boats. Civilised Han Chinese looked down on swarthy sea gypsies that ate like birds, both in mannerism and diet.

When the Europeans showed up on the shores of South China, they were thought to be some new variety of sea gypsie (impoverished Austronesian fishermen in Southern China). So the Chinese represented European sailors as pseudo-fantastical sea birds.
