If the average Japanese cannot into English, why are English

we substituted many japanese words to english in our way
and we are pretty much used to see words in english

but no it's only limited to the words level
do not expect us to understand when you naturally speak some sentences in your language

Do the signs that say "Japanese only" mean they don't speak other languages or that they don't serve foreigners?

I heard Russians have no article in their language. Japanese don't use such articles properly just because they're dumb, not studied English well enough.
