If the average Japanese cannot into English, why are English words plastered all over signs and advertisements in Japan? I'm not even talking about random text to look hip. Was fucking around on mapcrunch, I saw a multi-level garage with a list of businesses on each of the levels with no Japanese translation. I can get Japanese people can learn enough English to identify key words, but I've seen some oddly specific words thrown around, like a car repair shop with the sign "L1 SERVICE PIT. L2 PARTS SHOP"
I'm confused on exactly how well the average Japanese understands English.

I heard Russians have no article in their language. Japanese don't use such articles properly just because they're dumb, not studied English well enough.
