But: You finish school with 18-19, 20 max. So there are just very few people that could even own cars. And since public transport is quite good and cars are expensive not many people without a good income (read: 18 year old schoolkids) own cars.

I could afford getting a used car and paying for service, fuel and insurance, but I have absolutely no need to do it as long as I can drive my parents car whenever I want.

Most of the people do get their driving licence during high school but very few have a car. Some people have a bike though.
Public transports are much more efficient here and there is far less space in European cities so if everybody had a car it would be a nightmare to park and drive in the city. Moreover, I believe it's also more expensive to buy a car or gas here.
