I'm a Russian as well and Latvian language is literally, etymologically, syntactically the same as Russian + "s" in the end of every noun. How can one not be able to learn it is beyond me. Even my Muscovite friends can speak it relatively freely after a couple of months, and Latvians are very friendly to those who at least try to speak Latvian. In fact many of them are flattered when you start a conversation in Latvian and will help you to find a word, correct you as you speak and switch to Russian if you fail.

Finland got some better relations with Sweden than Latvia got with Russia and Finland did from early one have a Fenno Swedish upper class that of course furthered their goals. The reason there are so many Russians without a citizenship is that the Estonian government removed it from anyone arriving after 1940 and didn't pass a test involving the ability on speaking Latvian.
So the Russians basically just moved in without learning the language and they expected to get all the righs of a normal Latvian.
